About the thematic workshop

The European Commission – Directorate-General for Regional and Urban Policy (DG REGIO) and the European Investment Bank (EIB) organised the online thematic fi-compass workshop ‘Implementation of grants and financial instruments combined in a single operation', on Friday, 30 June 2023.

The workshop shared the key topics discussed at the recent fi-compass Knowledge Hub, during which practitioners had exchanged their experience and best practice relating to the implementation (and proposed implementation) of grants and financial instruments (FI) in a single operation.

Topics discussed during the thematic workshop included:

• Application of FI rules to the grant component
• Assessing the necessity of grant
• Structuring the grant component
• State aid
• Management costs and fees

The session included also an extended Q&A where participants engaged with the panel on any topic related to the combination of financial instruments with grants.
