About the webinar
The European Commission – Directorate-General for Regional and Urban Policy (DG REGIO) and the European Investment Bank (EIB) organised, in collaboration with the European Commission's INFORM EU network, the fi-compass thematic webinar ‘Visibility and Communication for financial instruments under EU shared management funds', on 11 February 2025.
The webinar began with a cross introduction session presenting fi-compass and the INFORM EU network, and was then divided into two parts:
- The first part informed on the legal requirements on visibility and communication for financial instruments’ operations as established in the CPR for the 2021-2027 programming period; common misunderstandings in applying the requirements on the ground; implications in case of non-compliance; visibility and communication activities in the context of the audit methodology for the current programming period; the role of the INFORM EU network and lessons learnt from its experience in communicating EU Member States/regional investments involving financial instruments under EU shared management funds.
- The second part included the presentations of two case studies from the responsible managing authorities, fund of funds, and national promotional banking institutions, showcasing examples of effective communication and visibility strategies for a guarantee type financial instrument for SME/innovation and for a loan/guarantee instrument for energy efficiency. In particular, these presentations were an opportunity to delve into the design and process behind the communication and visibility activities carried out for these financial instruments; what activities were found to be most effective in boosting the demand and promoting financial instruments; how activities were tailored to their target audience and coordinated across relevant stakeholders; how CPR legal requirements can be implemented through the funding agreement/strategy documents; lessons learnt.
The webinar included the participation of financial instruments and communication experts from the European Commission (DG REGIO and the INFORM EU network of communication officers in the Member States), the EIBG and experienced practitioners of financial instruments on the ground for a discussion on the legal requirements for visibility and communication activities as established in the CPR for the 2021-2027 programming period (i.e., what they are, and how they should be implemented on the ground), and on best practices for helping to boost demand and ensure the successful deployment of financial instruments.
