For the first time, the European Commission has appointed a dedicated Commissioner for Housing, Dan Jørgensen, to tackle the root causes of housing supply issues. Moreover, the European Commission President tasked the EVP Commissioner for Cohesion and Reforms, Raffaele Fitto, to contribute to the European Affordable Housing Plan, with a view to injecting liquidity into the housing market and allow Member States to double the planned cohesion policy investments in affordable housing, pursuant to the commitment in the political guidelines.
In response to this challenge, the European Commission and the European Investment Bank, in collaboration with fi-compass, are developing a new model financial instrument, accessible to all interested financial institutions. This innovative tool will empower managing authorities to leverage EU shared management resources through financial instruments and grants to stimulate investment in their regions and address shortages in the housing supply.
To help refine the model, the European Commission's Directorate-General for Regional and Urban Policy (DG REGIO) and the European Investment Bank (EIB) consulted with EU managing authorities and national promotional banks on the proposal to get their input to the final design.
In order to ensure the model financial instrument is well matched to the needs of managing authorities, Member States were consulted on some of the key features being considered for the model. During the workshop, structured engagement on topics such as eligibility and implementation options allowed participants to respond to the current proposals and hypotheses for the model with a view to shaping the ongoing development of the model.
The new features in the proposed housing model were presented for discussion with participants and the following topics were considered:
- Presentation of the model and the different financing schemes offered;
- Feedback from managing authorities and NPBIs and plans for financing affordable and sustainable housing in different regions - testimonials/presentations.
